IDBI Bank Strike Nov 2-3: Why Employees Are Protesting Privatisation & Fairfax Deal
IDBI Bank employees and officers have called a nationwide strike on November 2 and 3, 2026, to protest the central government's decision to sell a majority stake in the bank to Canada-based Fairfax Financial Holdings.
Key Details of the Strike & Protests
The Union's Stance: The United Forum of IDBI Officers and Employees has opposed the strategic sale, demanding an immediate suspension of the process and a comprehensive review under parliamentary scrutiny.
Employee Concerns: Unions warn that privatization could weaken job security, pension protections, service conditions, and reservation policies for SC, ST, and OBC employees. There are a total of 19,108 employees in IDBI Bank, including around 9,500 from reserved categories.
Political Row: Leader of the Opposition Rahul Gandhi publicly backed the protesting IDBI Bank employees and criticized the government for selling a profitable public sector lender. Finance Minister Nirmala Sitharaman strongly defended the move, stating that the bank was rescued and recapitalized by the Modi government after suffering massive non-performing assets (NPAs) during the UPA era
Background of the Sale
The Deal: The Union Cabinet approved the strategic sale of a 60.72% stake in IDBI Bank (held by the Government of India and LIC) to a subsidiary of Fairfax Financial Holdings for ₹52,878 crore at ₹81 per share.
Current Status: While the government maintains that all due processes and employee protections are in place, union opposition and the two-day nationwide strike on November 2–3 have escalated tensions between the staff and management.
The announcement has raised questions about the future ownership of the bank, employee security and the possible impact of privatisation on customers and the banking sector.
Why Are IDBI Bank Employees Going on Strike?
The primary reason behind the proposed two-day nationwide protest is the government's decision to transfer majority ownership and management control of IDBI Bank to Fairfax Financial Holdings.
The United Forum of IDBI Officers and Employees has opposed the move, arguing that IDBI Bank should continue under majority government ownership.
According to the employee representatives, the government had previously given assurances in Parliament that its ownership in the bank would remain at a minimum of 51%.
The unions believe that selling the majority stake would go against that assurance and could affect the bank's public-sector character.
The forum has therefore demanded that the government abandon the proposed disinvestment and maintain at least 51% government ownership in IDBI Bank.
What Are the Main Demands of IDBI Bank Employees?
The employee organisations have raised several demands concerning ownership, employment security and retirement benefits.
1. Government Should Retain at Least 51% Ownership
The unions want the government to acquire an additional 6% stake in IDBI Bank, either by purchasing shares from LIC or through the open market.
Their objective is to ensure that government ownership remains at a minimum of 51%.
2. Protection of Existing Employee Benefits
Employees have demanded legally binding written assurances that their existing service conditions, welfare provisions and employment benefits will remain protected after the proposed ownership change.
3. Pension and Retirement Benefits
The forum wants existing pension entitlements and retirement benefits to continue without adverse changes.
It has also demanded the continuation of industry-wide wage revisions and pension arrangements.
4. Protection of Reservation Policies
Employee representatives have expressed concerns about the future of reservation policies and employment opportunities following the proposed privatisation.
They want clear guarantees that existing reservation-related safeguards will be maintained.
5. Option to Transfer to Public Sector Banks
If the sale goes ahead, the unions want existing IDBI Bank officers and employees to receive an option to transfer to public sector banks.
Such transfers should protect their service records, pay scales, seniority, salaries and retirement benefits.
6. Regularisation of Contractual Workers
The employee forum has also demanded the absorption of contractual and outsourced workers currently employed by IDBI Bank.
Will IDBI Bank Customers Face Problems on November 2 and 3?
The proposed hunger strike could affect normal banking operations at IDBI Bank branches and offices across India.
However, the actual level of disruption will depend on employee participation and the arrangements made by the bank's management.
Customers may experience delays in certain branch-based services, including:
Cash deposits and withdrawals.
Cheque-related services.
Account-related assistance.
Customer support and documentation.
Other branch-level banking activities.
It is important to understand that the strike notice does not automatically mean every IDBI Bank branch will remain closed for both days.
Customers who need urgent branch-based banking services should consider completing important work in advance and checking official bank announcements.
Digital banking services, including mobile banking, internet banking and ATM facilities, may continue to operate, subject to normal technical availability.
Could the Protest Become Bigger?
The United Forum of IDBI Officers and Employees has indicated that the November 2–3 protest could be part of a wider agitation if its demands are not addressed.
The forum has expressed its willingness to engage in discussions with the government and bank management.
However, it has also warned that the agitation could be intensified, potentially including a longer or indefinite strike, if the issues remain unresolved.
Other banking employee organisations have also expressed solidarity with the IDBI Bank employees' movement.
The All India Bank Employees' Association (AIBEA) issued a circular supporting the protest and encouraging solidarity programmes.
This indicates that opposition to the proposed sale has attracted attention beyond IDBI Bank's own workforce.
